
CLARKESVILLE — The Habersham County Board of Commissioners will consider a temporary pause on new residential development applications and review multiple city annexation requests when it meets at 6 p.m. Monday in the jury assembly room of the Habersham County Courthouse.
The board will hold a public hearing on a proposed resolution enacting a limited moratorium on accepting applications for preliminary plats involving five or more lots and re-zonings to residential or planned-development districts. County leaders say the measure is intended to allow staff time to review infrastructure capacity and growth management policies.
Also during the public hearing, commissioners will consider a rezoning request from applicant Joshua Bramlett to change 2.68 acres at 159 Hardyville Road from light-intensity to medium-intensity use.
New Business:
Under new business, commissioners will weigh an intergovernmental agreement with the City of Demorest for county fire protection services, as well as discuss proposed annexations and a de-annexation involving property in both Cornelia and Baldwin. The Cornelia proposal covers 10 parcels totaling more than 224 acres, while the Baldwin items include both a 20.9-acre de-annexation at Highway 365 and a 17.6-acre annexation request on Buchanan Road.
The agenda also includes consideration of amendments to the board’s own rules of procedure and routine consent items such as an airport capital improvement plan, vehicle purchases for the Sheriff’s Office, and the retirement agreement of Chief Tax Assessor Joan Church.
In other business:
The board’s consent agenda includes several operational items, among them approval of an airport capital improvement plan for fiscal years 2027–2031, revisions to ground leases for new 60-by-60-foot hangar construction projects, and contracts for youth sports photography and tax appraisal consulting services.
Commissioners will also consider authorizing the lease-purchase of 26 new patrol vehicles for the Sheriff’s Office, consolidating two part-time animal care technician roles into one full-time position, and transferring two surplus patrol vehicles to the cities of Demorest and Baldwin for school resource officer programs.
