Clarkesville council to hold final budget hearing, weigh website upgrade

CLARKESVILLE — The Clarkesville City Council will meet Monday at 6 p.m. at City Hall for its regular session, highlighted by the final public hearing and vote on the city’s proposed 2026 budget and millage rate.

The $5.62 million spending plan represents an 8.5% increase over the current year’s budget. City Manager Keith Dickerson said the budget reflects rising costs for power, landfill tipping fees, and water treatment chemicals, as well as a 25% boost for technology upgrades. Those include improvements to the city’s 911 radio system, which he described as “a tremendous expense, especially upfront,” but essential for maintaining reliable public safety communications.

The budget maintains the city’s millage rate at 13.57 mills, which under new state calculations is equal to last year’s 5.428 rate. While taxes on a $250,000 home will remain about $1,357, the rate is considered a tax increase because it is not set at the rollback level. Clarkesville could see some relief in future years if voters approve the proposed Floating Local Option Sales Tax in 2026.

The general fund, the largest portion of the budget, is set at $3.18 million — an 8.5% increase. Dickerson said the city needs to continue growing its reserves, noting storms in recent years have underscored the importance of a strong emergency fund.

In addition to the budget vote, the council will consider a $13,950 proposal from Revize to redesign and host the city’s website, with annual maintenance costs of $3,500 beginning in year two. The upgrade would provide a mobile-friendly design and expanded tools for city staff to update content.

Other business includes setting the 2025 property tax due date, appointing Roxie Barron to the Planning Commission, and reviewing representation on the Housing Authority and library boards. The council will also hear departmental reports and provide time for public comment.
