Baldwin City Council to take up comprehensive plan, GEFA loan resolution Thursday

BALDWIN — After postponing its Nov. 3 meeting due to a lack of quorum, the Baldwin City Council will meet tonight for a combined work session and regular meeting to consider a range of planning, zoning, and administrative measures.

The council will open with a 7 p.m. work session at Baldwin Municipal Courtroom, 155 Willingham Ave., followed immediately by the regular meeting. Three public hearings are scheduled on zoning matters, including setback variances for Intown Home Builders, a zoning ordinance text amendment, and a proposed zoning change for the Bellamy property.

Council members are expected to vote on second readings of those ordinances later in the evening, along with adoption of the city’s 2025 Comprehensive Plan, ratification of a Georgia Environmental Finance Authority loan resolution, and approval of a preliminary plat for the Chitwood property.

Other agenda items include approving the 2026 council meeting calendar, a fuel-purchase memorandum of understanding with the Habersham County Board of Education, sale of surplus public-works equipment, and a new AED purchase and replacement program for the fire department.

The council also will review plans to relocate the utility billing office and consider an independent contractor agreement.
