3 arrested in Toccoa drug trafficking investigation

TOCCOA, Ga. — Three people were arrested Thursday night after Stephens County deputies and state drug agents searched a home in Toccoa as part of an ongoing narcotics investigation.

The Stephens County Sheriff’s Office and the GBI’s Appalachian Regional Drug Enforcement Office (ARDEO) executed the search on Persimmon Street around 8:30 p.m. on November 21. Investigators say the residents were suspected of trafficking methamphetamine and marijuana.

Inside the home, officers said they found about 2.23 pounds of methamphetamine, one pound of marijuana, and $710 in cash.

Authorities arrested 35-year-old William Alton Chappelear of Hartwell, 43-year-old Candice Michelle Smith of Toccoa, and 44-year-old Scott Alexander Terrell of Toccoa. They were booked at the Stephens County Jail, where they remain pending bond hearings.

All three face charges, including trafficking illegal drugs, possession of methamphetamine with intent to distribute, possession of methamphetamine, possession of marijuana with intent to distribute, and felony possession of marijuana.

Investigators say both Terrell and Chappelear were on active probation at the time of their arrest. Chappelear also had an outstanding warrant from Hart County.
